Mark Montoya

Mark Montoya has a unique background with more than 25 years of experience blending technology, standards, and enterprise data strategy.  As Chief Data Officer for the Government Blockchain Association (GBA), Mark oversees data strategy, governance, reporting, and analytics including cryptocurrencies and blockchain research for the GBA. Mark has spent 20 years as Senior Data Strategist for the U.S. Federal Deposit Insurance Corporation’s Division of Insurance and Research where he was instrumental in developing strategies for modernizing financial data collection, reporting and data aggregation systems for the U.S federal financial enterprise.

Mark established and co-authored the Financial Stability Board’s Global Legal Entity Identifier whitepaper and several other financial data reference papers and articles. He was instrumental in the U.S. Data and Financial Transparency Acts by providing working sessions, data standard frameworks and presentations to U.S. federal and state agencies. He was a primary contributor to the successful international adoption of the eXtensible Business Reporting Language (XBRL) and is an active member of its international standards board.

Mark has been invited to present and offer lessons learned in data strategy and standards implementation at several state, U.S. and international regulatory conferences and technical working groups. Mark is also the CEO of Celeste Analytica, a consultancy specializing in data strategy, blockchain technology certification training, machine learning regulations and blockchain technology solutions.
